HATI

HAPP (HIV/AIDS Prevention Project) came to an end in December 31, 2007 and the financing of HIV activities moved into HNPSP. As the selection and launching of MSA of HNPSP getting delayed, for managing Targeted Intervention beyond December 2008, it was decided that the current set up would continue till December 2008 for avoiding interruptions. The activities were extended up to March 31st, 2009 to facilitate smooth transition to MSA.

HIV/AIDS Targeted Intervention (HATI): Under the HNPSP, HATI focused on high-risk interventions through six intervention packages. These are injecting drug users, brothel sex workers, street sex workers, hotel & residence based sex workers, client of sex workers and MSM, MSW & Transgender intervention. The targeted intervention packages included condom promotion, STI management, needle/syringe exchange, detoxification, peer education, health education / counseling, resting/recreation facility, community awareness and local level advocacy. Based on peer education and out reach approaches, the intervention strengthened its roots among the vulnerable populations. The emerging trend of the interventions is the greater involvement of self-help groups.

Goal, outcome, purpose and outputs of HATI

The goal of the project is to 'reduce the spread of HIV and the impact of AIDS for the high-risk groups as well as the general population of Bangladesh by undertaking targeted interventions among the high-risk groups'.

UNICEF has set its own outcomes the project as to reduce risk of HIV transmission among the most at Risk Population (MARP) and keep the HIV prevalence below the level of concentrated epidemic among them (CPAP outcomes) and the purpose as 'to increase capacity of NGOs to respond to HIV epidemic' with the specific expected outputs as;

Output 1: Increased condom use among MARP during sexual intercourse
Output 2: Increased care seeking for STI, among Most at Risk Population (MARP)
Output 3: Decreased needle and syringe sharing among drug users

To manage the project, UNICEF identified five major activities, which subsequently have been agreed and endorsed by NASP.

Implementation

HATI is being implemented through six packages (list of NGO in Annexed) in different parts of Bangladesh through 12 consortia.
